Our Executive and Leadership Teams

At Halton Housing, strong leadership is at the heart of how we deliver our vision of improving people’s lives. Our Executive and Leadership Teams bring together extensive experience, strategic insight, and a shared commitment to supporting our customers and communities. Led by Group Chief Executive Sam Scott, the Executive Team is supported by a Deputy Group Chief Executive and a Chief Operating & Transformation Officer, working closely with a skilled Leadership Team made up of six directors who oversee key areas across our organisation.

As a collective, they play a crucial role in delivering Our Future Focus: 2025-28, Halton Housing’s corporate plan, ensuring we remain forward‑looking, innovative, and equipped to respond to the needs of our customers while driving continuous improvement across all services.

The Executive team is led by Sam Scott, supported by a Deputy Group Chief Executive and a Chief Operating and Transformation Officer.

Sam joined Halton Housing in October 2022 and provides overall leadership of the organisation.
