From Today: New STAIRs Requirements Make Information Easier to Access
From today (1st October 2026), new Social Tenant Access to Information Requirements (STAIRs) have come into effect, making it easier for social housing customers to access information about their landlord and the services they provide.
STAIRs is a new standard introduced by the UK Government to help ensure social housing providers are open, transparent and accountable to their customers. At Halton Housing, we're committed to keeping customers informed and making it easy to find the information that matters most.
As part of the first phase of STAIRs, we're introducing a new publication scheme that provides easier access to information about:
- How decisions are made
- Our policies and procedures
- Service performance
- Complaints
- Investment in homes and services
- Customer engagement and consultation
The changes are designed to give customers greater transparency, easier access to information and more confidence in the decisions that affect their homes and communities.
Watch this helpful video below from the Housing Ombudsman to learn more about STAIRs and what the new information rights mean for social housing customers.
A second phase of STAIRs will be introduced in April 2027, bringing new rights for customers to request information. We'll share further details about these changes closer to the time.
