We’re delighted to welcome three new appointments to the Boards of Halton Housing and our commercial subsidiary, Open Solutions (OSUK). Each brings a wealth of experience, insight, and a deep commitment to our communities and neighbourhoods.

Gill Brown – Halton Housing Board

Gill Brown joins the Halton Housing Board with a deep connection to the Widnes and Runcorn area through her family, friends, and professional work. As Deputy Chair of Mersey and West Lancashire Teaching Hospitals NHS Trust (MWL), Gill brings extensive knowledge of the health and economic challenges faced by local residents. She is a member of MWL’s Quality Committee, overseeing patient safety, clinical effectiveness, and engagement - experience that will be invaluable in shaping our strategic direction and ensuring our services remain people-focused and impactful.

Sally Yeoman – Halton Housing Board

Sally Yeoman, CEO of Halton & St Helens VCA, brings over a decade of Board-level experience in the NHS, including her role as Senior Independent Director at Bridgewater Community NHS Foundation Trust. Sally has chaired multiple committees, including Quality & Safety and People, and has played a key role in navigating regulatory scrutiny and strategic transformation. Her strong governance background, deep local networks, and commitment to community development make her a powerful addition to our Board.

Steven Ellsmoor – OSUK Board

Steven Ellsmoor joins the OSUK Board with a strong foundation in housing and finance. As the founder and director of a successful mortgage brokerage and lettings agency in Widnes, Steven offers valuable insight into the housing market both locally and nationally. A Halton resident for over 10 years, he is passionate about improving lives in the community.

Welcoming the appointments, Chair of Halton Housing, Professor Clive Deadman said: “We’re thrilled to welcome Gill, Sally, and Steven to our Boards. Each brings a unique blend of expertise, local insight, and a deep-rooted commitment to our communities. Their experience across health, housing, and community development will be invaluable as we continue to deliver on our mission to improving people’s lives and build thriving communities. I’m confident they will make a meaningful impact and help us shape a stronger future for Halton Housing and OSUK.”

Gill, Sally and Steven’s appointments were approved by Board in August and are effective from 30th September.
