Under the Building Safety Act 2022, it is a requirement for housing providers and accountable persons such as Halton Housing to put in place a mandatory occurrence reporting (MOR) system. This is required for higher-risk buildings (HRBs) to ensure prompt reporting of significant safety incidents to the Building Safety Regulator (BSR), enhancing transparency and accountability in building safety.
This is called Mandatory Occurrence Reporting, which is a way for you to let us know if there is a problem in your building so we can sort it out quickly.
As your landlord, we have a legal duty to operate a mandatory occurrence reporting system for the high-rise residential buildings we are responsible for.
These are buildings that have at least:
- Seven storeys or are at least 18 metres high
- Two or more residential units
What incidents and risks should I report?
You should report any building safety incidents and risks to us that, if not remedied, could cause:
- The death of a significant number of people
- Serious injury to a number of people
Building safety incidents and risks involving at least one of the following:
- structural failure of the building
- the spread of fire or smoke in the building
Examples of mandatory occurrences include:
- the spread of fire (or something that could lead to the spread of fire)
- total or partial collapse of the building
- defective building work
- unexpected failure or the degradation of construction materials
- the discovery of structural defects
- failure of a critical fire safety measure, such as an automatic opening vent, fire doors or smoke detectors
What we will do following a report being raised to us
Reports are promptly and thoroughly investigated by the Health and Safety Team who will ensure that any required measures to resolve an issue are carried out as quickly as possible to ensure the safety of all residents and building users. The Team will also check if the issue does meet the requirements of a Mandatory Occurrence Report as defined by the Building Safety Regulator, and, if so, the report will be submitted within the required timescales to ensure full compliance with the law.
Where reported incidents or risks meet the relevant criteria, we will notify the Building Safety Regulator (BSR) as soon as possible after being informed of the safety occurrence. A full mandatory occurrence report will then be submitted within 10 days of the initial notification.
