The Executive Team, led by Sam Scott, is supported by a Deputy Group Chief Executive, a Chief Operating and Transformation Officer, and a Leadership Team made up of six directors.
The Halton Housing Board is ultimately responsible for delivering our vision of improving people’s lives. They work together as a team to make decisions on a wide range of issues that contribute to the delivery of this vision.
OSUK is a wholly owned subsidiary of HH. Its purpose is to generate profit within the private housing sector by primarily acquiring properties for market rent. Profits are returned to Halton Housing which allows for further investment in its social housing activity.
HHT Development
HHT Development is a wholly owned subsidiary of HH, established to act as contractor for HH’s development programme.

Our Customer Committee is a means for our customers to have a more meaningful influence, and be able to challenge and hold us accountable in a more formal and structured way. Reporting directly to the Board, the Committee will influence how we work and drive meaningful change across our services.
The Audit and Risk Committee provides independent scrutiny of audit, risk management and assurance processes to support the Board’s effective governance.
The Remuneration and Nominations Committee oversees employee and Board pay, benefits, recruitment and succession to ensure effective, well‑governed leadership.
